Senior members of Canada's cabinet held talks Friday with US President-elect Donald Trump's nominees to lead the departments of commerce and the interior, as Ottawa works to hold off the threat of punishing tariffs. Canada's newly-appointed Finance Minister Dominic Leblanc and Foreign Minister Melanie Joly met with Howard Lutnick, Trump's commerce secretary nominee, who will also lead the country's tariff and trade agenda. Interior secretary nominee Doug Burgum was also at the meeting held at Trump's Mar-a-Lago estate in Florida. Leblanc's spokesman Jean-Sebastien Comeau, who confirmed the participants, described the talks as "positive and productive." Trump has vowed to impose crippling 25-percent tariffs on all Canadian imports when he takes office next month. He has said they will remain in place until Canada addresses the flow of undocumented migrants and the drug fentanyl into the United States. Canadian Prime Minister Justin Trudeau has promised retaliatory measures should Trump follow through on his pledge, raising fears of a trade war. Leblanc and Joly "outlined the measures in Canada's Border Plan and reiterated the shared commitment to strengthen border security as well as combat the harm caused by fentanyl to save Canadian and American lives," Comeau said in a statement. Canada's Border Plan -- estimated to cost CAN$1 billion ($694 million) -- was crafted as part of Ottawa's response to Trump's concerns. Sebastian Zapeta, 33, who federal immigration officials said is a Guatemalan citizen who entered the US illegally, was arraigned in Brooklyn criminal court. He appeared briefly before a judge and wore a white jumpsuit over a weathered black hooded sweatshirt. He did not speak. He will remain jailed ahead of his next court date on Friday. The apparently random attack occurred on Sunday morning on a stationary F train at the Coney Island station in Brooklyn. Police said on Tuesday that identification of the victim was still “pending at this time”. Authorities say Zapeta approached the woman, who was sitting motionless in the train car and may have been sleeping, and used a lighter to set her clothing on fire. The woman quickly became engulfed in flames, while the suspect then sat at a bench on the subway platform and watched, according to police. Video posted to social media appeared to show the woman standing inside the train ablaze as some people look on from the platform, and at least one officer walks by. NYPD chief of transit Joseph Gulotta said that several officers had responded to the fire and one stayed to keep the crime scene “the way it’s supposed to be” while the others went to get fire extinguishers and transit workers. They were eventually able to douse the fire, but “unfortunately, it was too late”, Police Commissioner Jessica Tisch said — the woman was pronounced dead at the scene. During Zapeta’s court hearing on Tuesday, Assistant District Attorney Ari Rottenberg said Zapeta at one point fanned the flames on the woman using his shirt. He said a 911 call from a subway rider helped identify Zapeta. Mr Rottenberg added that under interrogation Zapeta claimed he did not know what happened, noting that he consumes alcohol. A file on planning arrangements for the jubilee celebrations reveals a series of civil service correspondences on how Northern Ireland would mark the occasion. It includes a letter sent on January 11 2001 from an official in the Office of the First Minister/Deputy First Minister (OFMDFM) to the Department of Social Development, advising that a committee had been set up in London to consider a programme of celebrations. The correspondence says: “One of the issues the committee is currently considering is the possibility of deregulating liquor licensing laws during the golden jubilee celebrations on the same lines as the arrangements made for the millennium. “It is felt that the golden jubilee bank holiday on Monday 3 June 2002 is likely to be an occasion on which many public houses and similar licensed premises would wish to stay open beyond normal closing time.” The letter said a paper had been prepared on the issue of extending opening hours. It adds: “You will note that paragraph seven of the paper indicates that the devolved administrations ‘would need to consider deregulation separately within their own jurisdictions’. “I thought that you would wish to be aware that this issue is receiving active consideration for England and Wales and to consider whether anything needs to be done for Northern Ireland.” Some months later a “progress report” was sent between officials in OFMDFM, which again raised the issue of licensing laws. It says: “I spoke to Gordon Gibson, DSD, about Terry Smith’s letter of 12 January 2001 about licensing laws: the matter was put to their minister Maurice Morrow (DUP) who indicated that he would not be asking the NIE (Northern Ireland Executive) to approve any change to current licensing laws in NI to allow for either 24 hour opening (as at the millennium) nor a blanket approval for extended opening hours as is being considered in GB. “In both cases, primary legislation would be required here and would necessitate consultation and the minister has ruled out any consultation process.” The correspondence says individual licensees could still apply for an extension to opening hours on an ad hoc basis, adding “there the matter rests”. Fine Gael should be “true to the standards” they set for other parties over Cllr Patsy O’Brien’s expulsion, according to Sinn Féin leader Mary Lou McDonald. The Sunday Independent today reports Fine Gael chief whip Hildegarde Naughton campaigned alongside the former party councillor after she was allegedly told he sent inappropriate messages to a party staff member. Mr O’Brien was suspended from the party in March 2020 before being ultimately expelled in October of the same year for what Taoiseach Simon Harris has described as “gross misconduct”. Sinn Féin leader Mary Lou McDonald said Fine Gael has had “a lot to say” about other political party wrongdoings and should “step up to the plate” within its own organisation. “Where behaviour falls beyond standards, where you find wrongdoing in your organisation, in any organisation, you have to step up to the plate and deal with it. So Fine Gael should be no different than any other organisation in that regard,” she said. Landfills in Colorado release millions of metric tons of greenhouse gasses each year as organic waste including food, paper and yard trimmings decomposes into the soil, contributing to global warming and harming human health. Colorado, as part of its multi-pronged approach to eliminate 90% of the state’s greenhouse gas emissions by 2050, is planning to address those landfill emissions next year with rules that could require operators to install new equipment to curb the amount of methane they release and to increase monitoring technology to better track just how much is being generated. The state’s is expected to create the new rules in August, which would place Colorado among the nation’s first states to enact more stringent regulations on landfills than the . The state kicked off its efforts last week with the first of three public hearings to explain why environmental leaders want to regulate landfill emissions of methane, a far more potent pollutant than carbon dioxide, and how they would propose doing so. Along with reducing air pollution, the methane reduction also would benefit communities in Colorado that live near landfills, where residents often are Latino, Black or Indigenous and earn less money than the average household. Finally, reducing methane would also , which is in severe violation of federal ozone standards. “Methane is an incredibly potent climate pollutant and reducing methane emissions from landfills is a very cost-effective climate action solution,” said Suzanne Jones, executive director of , a nonprofit recycler in Boulder. “And it’s an opportunity for Colorado to use its expertise on methane monitoring of oil and gas operations to apply to landfills as a model for the rest of the country.” There are 51 active landfills in Colorado, and some are owned and operated by cities and counties, while others are owned by private companies. It’s unclear how many will be impacted by the new methane reduction regulations, since regulators have not finalized their proposal that would determine how big of a polluter a landfill would need to be to fall under the new rules. Landfills are the third-largest source of methane emissions behind oil and gas production and livestock farming in the United States. Colorado’s landfills released 1.45 million metric tons of greenhouse gases in 2020, the most current data available from the . That’s 1% of all the greenhouse gas emissions in the state, Tim Taylor, a supervisor in the department’s climate change program, said during last week’s public hearing. However, environmentalists and even federal and state regulators believe the amount of methane leaking from landfills could be much greater. In June, using satellite data estimated that landfills in the U.S. are releasing 50% more methane than the EPA reports, and a subset of 70 high-emitting landfills found emissions were 77% higher on median than what was reported to the EPA. Only 21 of Colorado’s landfills are large enough to report their methane emissions to the EPA under current regulations, but they account for 76% of the industrial methane sources in the state, ahead of mining, manufacturing and food processing, according to a report released this month by and , a coalition of health care professionals fighting climate change. Landfills are “living masses of waste” where food scraps, discarded paper products and landscaping material break down over the years and release methane along with other chemicals such as benzene and toluene, said Katherine Blauvelt, circular economy director at Industrious Labs, a group focused on reducing industry’s impact on climate change. “Colorado landfills are responsible for the equivalent of 1 million cars on the road,” Blauvelt said. “Every little bit of methane you don’t put in the atmosphere has a positive impact. The way you do that is through basic regulations. In Colorado, it’s like we are on Windows 2000 technology.” The EPA already requires larger landfills to control and report emissions, but Colorado is planning to expand those requirements to smaller landfills, increasing the number that will be regulated, Taylor said. Under the EPA’s requirements, landfills are regulated based on their designed capacity, but Colorado will order landfills to follow the new rules based on the amount of waste they already have in place, he said. Landfills that fall under the threshold Colorado sets will be required to install gas collection and control systems to capture the methane, Taylor said. Then the operator would have choices: Install an enclosed combustion flare so methane is burned off and turned into carbon dioxide, which is a less potent pollutant, or convert the methane into a natural gas that can be used in the electrical grid, Taylor said. The state also is considering a requirement for landfills to use biofilters or biocovers to reduce methane emissions. “Biocovers and biofilters are passive methods for reducing landfill emissions because they rely on naturally occurring microbes or methane-eating bacteria to convert methane to carbon dioxide or water without the need for any external energy input or active intervention,” Taylor said. Environmentalists also are pushing the state for more monitoring of landfills, including the use of drones and satellite imagery to better detect leaks that otherwise might be unseen because of looser monitoring requirements. Employees at landfills that already monitor emissions do so once a quarter by walking the property with detection devices, Blauvelt said. Air flights conducted to look for methane leaks from the sky have detected unreported plumes at multiple Colorado landfills, including the Tower Landfill in Commerce City, the Larimer County Landfill in Fort Collins and the North Weld Landfill in Ault, according to the Industrious Labs report. At the Tower Landfill, there were nine large methane plumes detected by flights in September 2023 and August 2024. Those plumes were so large that they would have been considered super emitters by the EPA’s standards for the oil and gas industry, the report said. The landfill, which is owned and operated by , detected more than 20 instances that went over federal limits for methane emissions during a quarterly inspection in August. But “a landfill can leak methane more than quarterly,” the report said. Colorado received a federal grant for aerial monitoring of methane emissions in the state and environmentalists hope it will be applied to regulating landfills, Blauvelt said. “This is about common sense improvements based on what we know about methane,” she said. Melissa Quillard, a Republic Services spokeswoman, said the August 2024 plume at Tower Landfill happened as the company was constructing a new landfill cell and had multiple pieces of excavation equipment running. That work temporarily exposed waste so that engineered liners and additional infrastructure could be installed, she said. Quillard’s email did not address the September 2023 plume. While Republic Services does not comment on pending rule changes, Quillard noted that gas coming from landfills fluctuates throughout the day based on the age and composition of waste, weather, construction and how the trash is being moved around the landfill. Any monitoring and reporting techniques would need to take into account those dynamics, she said in a statement emailed to The Denver Post. Satellites and drones capture a moment in time and do not follow the EPA’s existing reporting model or provide a representative assessment of a landfill’s overall emissions, she said. Republic Services owns three landfills in metro Denver, and the company is building a new organic waste facility in the area. Two of the local sites are in the early stages of developing projects that will convert methane to usable natural gas. And the company already uses capture-and-control systems to burn off methane, Quillard said. One thing that will not be addressed as the landfill methane emissions rule is created is how to lower the amount of waste sent to landfills through expanded composting and recycling. That’s because this rule will be created by the Air Quality Control Commission, a body that can only set air pollution policies. Brian Loma, the hazardous waste reduction advocate for , hopes the state health department’s will push for improved composting and recycling at the same time the air quality commission takes up proposed methane rules. GreenLatinos supports more regulation of landfills because so many Latinos live within a mile of trash dumps, forcing them to breathe dirtier air. “The No. 1 way to reduce methane emissions is to not put organic material in the landfill,” Loma said. Two more public hearings about Colorado’s proposed rules to reduce methane emissions from landfills are scheduled in early 2025. A Prime Ministry statement said that the decisions include "critical" updates to the public sector human resources bylaw, a new policy on blockchain technology, and several legislative amendments. The Cabinet, during its Saturday session chaired by Prime Minister Jafar Hassan, endorsed the 2024 amendments to the Public Sector Human Resources bylaw, which will be sent to the Legislation and Opinion Bureau for review. The amendments aim to streamline governance by merging the bylaw with the amended Civil Service bylaw into a single, cohesive framework, the statement said. The Cabinet also approved the Blockchain Technology Policy for 2025. Syria's new transitional prime minister on Tuesday said it was time for "stability and calm" in the country, two days after longtime president Bashar al-Assad was toppled by rebels in a lightning offensive. The rebels appointed Mohammad al-Bashir as the transitional head of government to run the country until March 1, a statement said. US Secretary of State Antony Blinken urged all nations to support an "inclusive" political process in Syria, saying the United States would eventually recognise a government if it meets such standards. "Now it is time for this people to enjoy stability and calm," Bashir told Qatar's Al Jazeera television in his first interview since being appointed. A senior official told US broadcaster NBC that Assad was in Moscow, after he fled Syria as an Islamist-led rebel alliance swept into Damascus on Sunday, ending five decades of brutal rule by his clan. Abu Mohammed al-Jolani, the Islamist leader who headed the rebel offensive, had announced talks on a transfer of power and vowed to pursue former senior officials responsible for torture and war crimes. Jolani on Tuesday sought to allay fears over how Syria would be ruled, telling British broadcaster Sky News that Syria was "exhausted" by war and would not be heading back into one. "Syria will be rebuilt... The country is moving towards development and reconstruction. It's going towards stability," he said. "People are exhausted from war. Amy, the youngest of four children, attended District of Columbia public school. Washington’s social and media elite scorned their style. But the larger concern was that “he hated politics,” according to Eizenstat, leaving him nowhere to turn politically once economic turmoil and foreign policy challenges took their toll. Accomplishments, and ‘malaise’ Carter partially deregulated the airline, railroad and trucking industries and established the departments of Education and Energy, and the Federal Emergency Management Agency. He designated millions of acres of Alaska as national parks or wildlife refuges. He appointed a then-record number of women and nonwhite people to federal posts. He never had a Supreme Court nomination, but he elevated civil rights attorney Ruth Bader Ginsburg to the nation’s second highest court, positioning her for a promotion in 1993. He appointed Paul Volker, the Federal Reserve chairman whose policies would help the economy boom in the 1980s — after Carter left office. He built on Nixon’s opening with China, and though he tolerated autocrats in Asia, pushed Latin America from dictatorships to democracy. But he couldn’t immediately tame inflation or the related energy crisis. And then came Iran. After he admitted the exiled Shah of Iran to the U.S. for medical treatment, the American Embassy in Tehran was overrun in 1979 by followers of the Ayatollah Ruhollah Khomeini. Negotiations to free the hostages broke down repeatedly ahead of the failed rescue attempt. The same year, Carter signed SALT II, the new strategic arms treaty with Leonid Brezhnev of the Soviet Union, only to pull it back, impose trade sanctions and order a U.S. boycott of the Moscow Olympics after the Soviets invaded Afghanistan. Hoping to instill optimism, he delivered what the media dubbed his “malaise” speech, although he didn’t use that word. He declared the nation was suffering “a crisis of confidence.” By then, many Americans had lost confidence in the president, not themselves. Carter campaigned sparingly for reelection because of the hostage crisis, instead sending Rosalynn as Sen. Edward M. Kennedy challenged him for the Democratic nomination. Carter famously said he’d “kick his ass,” but was hobbled by Kennedy as Reagan rallied a broad coalition with “make America great again” appeals and asking voters whether they were “better off than you were four years ago.” Reagan further capitalized on Carter’s lecturing tone, eviscerating him in their lone fall debate with the quip: “There you go again.” Carter lost all but six states and Republicans rolled to a new Senate majority. Carter successfully negotiated the hostages’ freedom after the election, but in one final, bitter turn of events, Tehran waited until hours after Carter left office to let them walk free. 'A wonderful life' At 56, Carter returned to Georgia with “no idea what I would do with the rest of my life.” Four decades after launching The Carter Center, he still talked of unfinished business. “I thought when we got into politics we would have resolved everything,” Carter told the AP in 2021. “But it’s turned out to be much more long-lasting and insidious than I had thought it was. I think in general, the world itself is much more divided than in previous years.” Still, he affirmed what he said when he underwent treatment for a cancer diagnosis in his 10th decade of life. “I’m perfectly at ease with whatever comes,” he said in 2015 . “I’ve had a wonderful life. Lipa Islam/The Globe and Mail Shockwaves are reverberating through the e-bike industry in Canada and the United States after a year that saw several prominent brands declare bankruptcy or stop selling in the North American market, citing an inability to compete in an increasingly consolidated environment. Experts say changes that followed the industry’s unprecedented pandemic boom – from a rise in factory direct sales to rapidly evolving technology – have been devastating for independent brands. Vancouver-based DOST Bikes, California-based Juiced Bikes and iGO Electric of Montreal all declared bankruptcy or went into receivership within roughly the past year. Even global brands such as Japanese motor sports giant Yamaha Motor Co. Ltd. and Swiss company Stromer recently announced they were pulling their e-bikes out of North America, citing a softened market. The speed and comfort of e-bikes set them apart from traditional bicycles, opening up the age-old mode of transport to a wider range of users. From delivery people to commuters, the resounding sentiment from most e-bike fans is it’s fun to go fast and the power assist makes long trips so much easier. In Canada, the federal standard for an e-bike’s maximum speed is 32 km/h, and range varies from about 50 to 100 kilometres. The pandemic saw e-bike sales soar, as consumers with extra time and pent-up energy splurged on devices to stay active outdoors. In 2022, the Canadian market was worth about $240-million, with about 70,000 e-bikes sold that year, according to Rize Bikes. By 2025, Rize estimates the market will reach $345-million, with more than 100,000 bikes sold annually. Prices range from $14,000 for a Stromer bike to $3,100 for an ENVO and just $600 on Amazon.com Inc. for a bike from an overseas manufacturer. But makers and retailers say the domestic industry is flatlining. While it’s nowhere near taking its last breath, the changing landscape is forcing local brands to carve out a niche for themselves just to survive, in a market that has become dominated by cheap, direct-to-consumer sales. Sam Atakhanov, the founder of multiple e-bike startups, launched DOST Bikes in 2019 – just before the industry took off. “Things were going normal. Then there was that chain of events that happened over the last few years that really crippled our industry,” he said. For Mr. Atakhanov, it all began with Apple’s release of the iOS 14 operating system in September, 2020. The update affected advertisers’ ability to reach their target audiences, which meant Mr. Atakhanov’s ads on Google weren’t working as well as they used to. Then, pandemic supply-chain disruptions threw a wrench into his company’s cash flow, bumping manufacturing lead times from three months to a year, he said. “We’re sitting here with no stock for nearly a year before the money comes in, so we’re living off of lines of credit, our own cash, investment capital. We’re digging ourselves a hole,” he said. While supply chains improved by 2022, Mr. Atakhanov said rising interest rates and a receding customer base were some of the final blows dealt to his business. Retailers had rushed to double their stock during the pandemic, but the high demand disappeared almost as quickly as it came. “Then it’s a vicious cycle, race to the bottom, everybody’s trying to offload,” Mr. Atakhanov said. The last straw for DOST Bikes was when e-bike factories overseas began bypassing local companies, like DOST, to sell directly to North American consumers, Mr. Atakhanov said. “When that happened, our value proposition for all that great design, branding, marketing, all that just went right out the window because a factory can sell for half the price.” DOST Bikes filed for insolvency in December, 2023. “It was death by a thousand cuts,” Mr. Atakhanov said. And it wasn’t unique to DOST, said Haseeb Javed, a member of the product and engineering team at electric mobility company ENVO Drive Systems in Vancouver. He conducts industry research to determine what causes companies to fail and said most of them have a story similar to DOST’s. Based upon his research, Mr. Javed said ENVO has been very careful to diversify where its products are sold so it’s not reliant on a single revenue stream. For example, the company sells through Costco Wholesale Corp., storefronts and direct to consumers online. ENVO also sells more than just e-bikes, with e-scooters, water bikes with pontoons and snow bikes with skis also in its repertoire. Mr. Javed said this helps with the company’s brand awareness. “Some business models are better for this market. But ultimately, I believe that anyone who survived, either you need to be a Chinese factory who is selling at very low margins or you need to have differentiation,” he said. Kevin McLaughlin, the CEO of Zygg E-Bikes, which operates in Toronto and Vancouver, said 2024 has been a challenging year for his subscription-based company. At Zygg, customers can rent or buy new and used e-bikes, a model that sets the company apart from stores that only sell new bikes. He said Zygg is a popular choice with food delivery workers. At the peak of the pandemic, Zygg did about $2.5-million a year in sales. This year, revenues will come in under $2-million. Amid the technological evolution of e-bikes, Mr. McLaughlin said he’s scrambling to modernize his fleet. And bikes that he bought at $2,000 and once sold for $3,000 now have a markup of just $400. “There’s enormous downward pressure,” he said. Mr. Atakhanov said his company has also had to compete with bigger brands that can afford to innovate – and market those innovations – at a much faster pace. For example, tech company DJI created an e-bike drive system that can connect to a user’s smartphone, allowing them to control things such as their bike’s lock status or power assist through an app. “My product, all of a sudden, over the weekend, looks like it’s last year’s model,” he said. While smaller companies may be struggling to keep up, the prevailing sentiment among industry players is that demand for such micromobility devices isn’t going away. Michael Pasquali, the founder of the Canadian Electric Bike Association, said people are going to continue to buy e-bikes even if the industry never again reaches the heights it did during the pandemic.

Do you know what a decapoda is? How about a lesser covert? What about a gall? A group of Uxbridge youth found the answers to these questions last Friday when they took part in the Brook Never Sleeps program, put on by the township’s environmental and sustainability committee during a school PA day. Broken up into groups, the children travelled to four stations in and around the township offices where they learned about aquatic insects, how to cast when fly fishing and how life goes on around the stream all year long. While participating in a nature scavenger hunt along the banks of the Uxbridge Brook, the participants wore white sports socks over their boots and shoes. At the end of the session, the socks - covered in mud and debris - were taken off and placed in Ziploc bags. The children were asked to take the bags home, place them in a sunny window and observe what grows from the socks. Later in the day, the youngsters had close encounters with live turtles brought in from Scales Nature Park in Orillia. Christine MacKenzie, the organizer, said about 40 children signed up for the free program, which is aimed at exposing children to the natural environment. The Brook Never Sleeps was held previously in March, during the March break, but MacKenzie said that time of year often saw the ground covered in snow, so the decision was made to move it to November. Midway through the day, the youngsters assembled in the council chambers for healthy snacks and several boxes of pizza before resuming the program. To answer the questions posed earlier: at a station set up by Ontario Streams, a charity that rehabilitates streams and brooks, the children used magnifying glasses to examine a host of tiny, squirming bugs taken from the stream. One, which resembled a tiny crayfish, was called a decapoda. At a session on birds, they learned that a lesser covert is a type of feather. In the nature scavenger hunt, they learned that a gall is a type of growth found on plants, usually round like a ball and containing a grub. None

As payments become faster, fraudsters hide behind anonymity or concoct identities that seem legitimate, and then scam banks, merchants and individuals out of their money. Among the most effective ways of stopping would-be criminals in their tracks is using advanced technologies and collaboration to spot red flags before the money ever leaves an account — to take action, in other words, upstream. Data — from continuous verification to location to device-level details — is critical, and real-time analysis can help block fraudulent transactions. In the United Kingdom, language contained in the November release of the government’s National Payments Vision noted: “For open banking to scale and help deliver more competition and innovation in the market, it needs to transition to a sustainable long-term regulatory framework.” “The U.K. has put in place strong consumer protections for fraud, including through reimbursement of authorized push payment fraud as mandated by the Payment Systems Regulator ,” the Treasury added in the whitepaper. “While this regime provides a critical safety net for consumers, it introduces new risks for firms to manage.” Four financial authorities in the U.K. said last week that they are working to improve their cooperation and will revise their agreement as the government pursues its National Payments Vision. The financial regulators include the Bank of England , the Financial Conduct Authority (FCA), the Prudential Regulation Authority (PRA) and the Payment Systems Regulator (PSR). Increased Embrace of Digital Payments In discussion of the overall shift to digital, stats cited in the paper detailed that contactless payments have increased from 3% of all transactions in 2015 to 38% in 2023, and digital wallets have gained in popularity. The PYMNTS Intelligence report “ Digital Wallets Beyond Financial Transactions: U.K. Edition ” found that 77% of U.K. consumers have at least one digital wallet, and 44% of consumers online conduct commerce via digital wallet transactions. To get a sense of the financial impact , banks and financial services firms in the U.K. are required to reimburse the victims of authorized push payment (APP) fraud up to 85,000 pounds (about $106,000). APP fraud cost U.K. residents $433 million in 2023. Focusing Upstream In the section titled “Focusing on upstream prevention, including intelligence sharing,” the U.K.’s National Payments Vision whitepaper said that “more focus must be placed on fraud prevention, ” and “that more can be done to prevent fraud upstream, including through sharing intelligence, both within and across sectors. Within the financial services sector specifically, there are a number of promising solutions which allow firms to share data for the purposes of tackling fraud, either before a transaction is initiated or [in] real time during the processing of a payment.” In an interview with PYMNTS in April, Intellicheck CEO Bryan Lewis said his firm is actively exploring a consortium approach to fighting digital ID fraud through an interoperable network where financial institutions can share trust and verification outcomes. In a separate interview with PYMNTS in February, Kyle King , who was director of product management at NCR Voyix at the time and is now executive director of Candescent , said data used before transactions take place include additional factors, such as location-based identifiers and behavioral biometrics . This evolution to a three-, even four-factor multifactor authentication workflow can improve security , he said . In another example, J.P. Morgan Payments said in October it partnered with predictive bank account and payment intelligence company ValidiFI to validate bank accounts and transactions. “The world needs to move away from risk-based authentication (RBA), which is probabilistic, and adopt a deterministic approach based on keys bound to identities ,” Prove Identity CEO Rodger Desai told PYMNTS in May. Syrians poured into streets in celebration on Sunday after a stunning rebel advance reached the capital, ending the Assad family’s 50 years of iron rule . Russian state news agencies were reporting that President Bashar Assad and his family had arrived in Moscow and were given asylum. Russia said Assad left the country after negotiations with rebel groups and that he had given instructions to transfer power peacefully. Joyful crowds gathered in central squares in Damascus, waving the Syrian revolutionary flag. Others ransacked the presidential palace and residence. Abu Mohammed al-Golani , a former al-Qaida commander who cut ties with the group years ago leads the biggest rebel faction in Syria and is poised to chart the country’s future. He made his first public appearance since fighters entered the Damascus suburbs Saturday, at the capital’s sprawling Umayyad Mosque, and called himself by his given name, Ahmad al-Sharaa. He said Assad’s fall was “a victory to the Islamic nation.” The rapidly developing events have shaken the region. Lebanon said it was closing all its land border crossings with Syria except for one that links Beirut with Damascus. Jordan closed a border crossing with Syria, too. Israel has issued warnings to villages in southern Syria and its forces seized a buffer zone in the Golan Heights. Blizzard correctly identified the Rod of Kepeleke as "one of the biggest offenders, or one of the biggest power points, rather" that's been making Spiritborn builds so overpowered. After the nerf, its bonus critical strike damage will be "substantially less" than before, specifically from 1-3% down to 0.1-0.5 per point of Vigor. "We think this will bring it to a much healthier spot, but still retain the core fantasy and the core build implications of this item," Dunn added. "It just won't be pushing quite the same trillions of damage we were seeing before." Finer added that the devs fixed various issues with other items, including the Viscous Shield Legendary Paragon node, which perhaps coincidentally was just this week being used in conjunction with bugged Elixers to gain millions of life . The Ring of Writhing moon is also being nerfed down to a more reasonable level. "Definitely some unintended bugged interactions that were maybe double dipping or scaling too high," Dunn said. "We've taken a pass to make those more in line with our expectations." Shockwaves are reverberating through the e-bike industry in Canada and the United States after a year that saw several prominent brands declare bankruptcy or stop selling in the North American market, citing an inability to compete in an increasingly consolidated environment. Experts say changes that followed the industry’s unprecedented pandemic boom – from a rise in factory direct sales to rapidly evolving technology – have been devastating for independent brands. Vancouver-based DOST Bikes, California-based Juiced Bikes and iGO Electric of Montreal all declared bankruptcy or went into receivership within roughly the past year. Even global brands such as Japanese motor sports giant Yamaha Motor Co. Ltd. and Swiss company Stromer recently announced they were pulling their e-bikes out of North America, citing a softened market. The speed and comfort of e-bikes set them apart from traditional bicycles, opening up the age-old mode of transport to a wider range of users. From delivery people to commuters, the resounding sentiment from most e-bike fans is it’s fun to go fast and the power assist makes long trips so much easier. In Canada, the federal standard for an e-bike’s maximum speed is 32 km/h, and range varies from about 50 to 100 kilometres. The pandemic saw e-bike sales soar, as consumers with extra time and pent-up energy splurged on devices to stay active outdoors. In 2022, the Canadian market was worth about $240-million, with about 70,000 e-bikes sold that year, according to Rize Bikes. By 2025, Rize estimates the market will reach $345-million, with more than 100,000 bikes sold annually. Prices range from $14,000 for a Stromer bike to $3,100 for an ENVO and just $600 on Amazon.com Inc. for a bike from an overseas manufacturer. But makers and retailers say the domestic industry is flatlining. While it’s nowhere near taking its last breath, the changing landscape is forcing local brands to carve out a niche for themselves just to survive, in a market that has become dominated by cheap, direct-to-consumer sales. Sam Atakhanov, the founder of multiple e-bike startups, launched DOST Bikes in 2019 – just before the industry took off. “Things were going normal. Then there was that chain of events that happened over the last few years that really crippled our industry,” he said. For Mr. Atakhanov, it all began with Apple’s release of the iOS 14 operating system in September, 2020. The update affected advertisers’ ability to reach their target audiences, which meant Mr. Atakhanov’s ads on Google weren’t working as well as they used to. Then, pandemic supply-chain disruptions threw a wrench into his company’s cash flow, bumping manufacturing lead times from three months to a year, he said. “We’re sitting here with no stock for nearly a year before the money comes in, so we’re living off of lines of credit, our own cash, investment capital. We’re digging ourselves a hole,” he said. While supply chains improved by 2022, Mr. Atakhanov said rising interest rates and a receding customer base were some of the final blows dealt to his business. Retailers had rushed to double their stock during the pandemic, but the high demand disappeared almost as quickly as it came. “Then it’s a vicious cycle, race to the bottom, everybody’s trying to offload,” Mr. Atakhanov said. The last straw for DOST Bikes was when e-bike factories overseas began bypassing local companies, like DOST, to sell directly to North American consumers, Mr. Atakhanov said. “When that happened, our value proposition for all that great design, branding, marketing, all that just went right out the window because a factory can sell for half the price.” DOST Bikes filed for insolvency in December, 2023. “It was death by a thousand cuts,” Mr. Atakhanov said. And it wasn’t unique to DOST, said Haseeb Javed, a member of the product and engineering team at electric mobility company ENVO Drive Systems in Vancouver. He conducts industry research to determine what causes companies to fail and said most of them have a story similar to DOST’s. Based upon his research, Mr. Javed said ENVO has been very careful to diversify where its products are sold so it’s not reliant on a single revenue stream. For example, the company sells through Costco Wholesale Corp., storefronts and direct to consumers online. ENVO also sells more than just e-bikes, with e-scooters, water bikes with pontoons and snow bikes with skis also in its repertoire. Mr. Javed said this helps with the company’s brand awareness. “Some business models are better for this market. But ultimately, I believe that anyone who survived, either you need to be a Chinese factory who is selling at very low margins or you need to have differentiation,” he said. Kevin McLaughlin, the CEO of Zygg E-Bikes, which operates in Toronto and Vancouver, said 2024 has been a challenging year for his subscription-based company. At Zygg, customers can rent or buy new and used e-bikes, a model that sets the company apart from stores that only sell new bikes. He said Zygg is a popular choice with food delivery workers. At the peak of the pandemic, Zygg did about $2.5-million a year in sales. This year, revenues will come in under $2-million. Amid the technological evolution of e-bikes, Mr. McLaughlin said he’s scrambling to modernize his fleet. And bikes that he bought at $2,000 and once sold for $3,000 now have a markup of just $400. “There’s enormous downward pressure,” he said. Mr. Atakhanov said his company has also had to compete with bigger brands that can afford to innovate – and market those innovations – at a much faster pace. For example, tech company DJI created an e-bike drive system that can connect to a user’s smartphone, allowing them to control things such as their bike’s lock status or power assist through an app. “My product, all of a sudden, over the weekend, looks like it’s last year’s model,” he said. While smaller companies may be struggling to keep up, the prevailing sentiment among industry players is that demand for such micromobility devices isn’t going away. Michael Pasquali, the founder of the Canadian Electric Bike Association, said people are going to continue to buy e-bikes even if the industry never again reaches the heights it did during the pandemic.For Cyber Monday, Best Buy has substantially reduced the price tag on the Asus ProArt PZ13, making its new price $850 . A couple of months ago, I tested out Microsoft's Surface Pro 11 , a laptop that doubles as a tablet. It has Qualcomm's next-gen chipset and a lot of great features that made me enjoy the machine. I highly recommend it to business professionals who frequently travel. It seems Asus must've seen the Surface Pro and thought to itself, "We can do better." The result of this inspiration is the Asus ProArt PZ13 . Also: Best Cyber Monday deals live now I mentioned the Surface Pro 11 because the two share many similarities, although the ProArt model is better suited for artists and creative professionals. Asus ProArt PZ13 Asus' new ProArt PZ13 laptop is a lightweight machine that punches well above its weight class. Qualcomm's energy-efficient Snapdragon X SoC can take on the toughest of tasks. Upon lifting the laptop out of its box for the first time, you'll be greeted with a 13.3-inch, 3K (2880 x 1800 pixels) OLED touchscreen. Its resolution isn't as high as Microsoft's laptop, although the ProArt PZ13 more than makes up for this with image-enhancing apps. It has Dolby Vision, support for the entire DCI-P3 color gamut, and VESA DisplayHDR True Black for ultra-dark shadows. Everything works together to ensure a stunning visual experience, except for the 60Hz refresh rate. That's a fine speed, but I would've liked to have 120Hz. At 60Hz, motion and animations on this laptop can look a little blurry. Also: One of the most versatile laptops I've tested is a crowd-pleaser with solid hardware The device has a really neat feature called Creator Hub. It's a dashboard app that lets you adjust the PZ13 on the fly. The most impressive of its many tools is Color Control, which lets you change the on-screen color gamut at any time. For example, the DCI-P3 option tweaks the colors so they're best suited for movies while Display P3 is recommended for artists as it more accurately displays hues. You can even adjust the color temperature. Creator Hub gives creative professionals a great amount of flexibility. Although I'm not an artist myself, I certainly appreciate having the ability to fine-tune my experience instantly. Asus' machine is no slouch either, as inside the ProArt PZ13 is a Snapdragon X Plus chipset. I was able to maintain about 60 tabs open without experiencing any major slowdown. I had videos playing and Twitch streams running, and I could still check out my email without any issue. Sadly, I couldn't get a specific benchmark number on the SoC (system on a chip). None of the major benchmarking tests have been updated for the Snapdragon X, but hopefully, that day will come soon. Also: This lightweight laptop has one of the best displays I've seen, and it's not a MacBook Air Like other Qualcomm-based laptops, the ProArt PZ13 has a ridiculously long battery life, and for once, the marketing materials were correct. This device ran for over 21 hours straight when on the Best Power Efficiency mode. I left it on overnight and was shocked to see it was still active in the morning. On Best Performance mode, the model manages to outperform most Intel-based laptops, as it lasted for about 14.5 hours on a single charge. These battery times are perfect if you ever need to take the ProArt PZ13 on the road. There's no need to worry about the laptop dying on you at the worst moment. The tablet is 0.35 inches thick and weighs a little under two pounds. Asus throws in a muted-green protective cover with the purchase. The cover adds some bulk to the device, although not by much. It'll fit snugly inside a bag. As much as I like Asus' new computer, I didn't like the ProArt PZ13's keyboard. Asus states it has a 1.4mm key travel distance. On paper, that should ensure a good typing experience, but I felt the keyboard was flimsy. Pressing a key bends the accessory a bit. Also: One of the longest-lasting laptops I've tested also has a gorgeous display Furthermore, there are very few ports. You get three in total: two USB-C inputs and an SD card reader. Granted, the device is somewhat thin, so perhaps Asus couldn't find room for any more ports. Still, it could've at least included a headphone jack. My last critique is admittedly a nitpick. I would've appreciated a free stylus in the overall package. Microsoft's 11th-gen Surface Pro had one when I got it, and I thoroughly enjoyed it. So unless you already have a pen, you'll have to buy one for the PZ13, which isn't a big issue since the laptop is fairly cheap. ZDNET's buying advice Prices for the Asus ProArt PZ13 start at $1,100 on Best Buy , which is a steal. There is a more powerful version available on Asus' website -- for $1,649 , you can purchase a ProArt PZ13 sporting Qualcomm's Hexagon NPU, delivering extra power. Other than that, they're the same device. Get the Hexagon version only if you are expecting heavy workloads. How we test laptops We use a combination of methods to test laptops here at ZDNET. The graphics processor (GPU): We test the GPU with a combination of benchmarking software, gaming, and media playback. The Australian government's support for a UN resolution calling for an end to Israel's occupation of Gaza is to blame for a widely condemned arson attack on a Melbourne synagogue, the Jewish state's prime minister says. Login or signup to continue reading It is impossible to separate the reprehensible arson attack from the federal government's "extreme anti-Israeli position," Israeli Prime Minister Benjamin Netanyahu posted on social media early on Saturday. "Including the scandalous decision to support the UN resolution calling on Israel 'to bring an end to its unlawful presence in the Occupied Palestinian Territory, as rapidly as possible', and preventing a former Israeli minister from entering the country," he wrote on X. "The burning of the Adass Israel synagogue in Melbourne is an abhorrent act of antisemitism," he said. The Adass Israel synagogue at Rippon Lea in Melbourne's southeast had two of its three buildings gutted after suspected masked intruders allegedly broke into the building and set it alight in the early hours of Friday. Two congregants preparing for morning prayers, were inside. They were evacuated, with one sustaining minor injuries. Police have not ruled out terrorism as a motive, believing the attack was targeted. The suspects had poured accelerant on the floor inside the synagogue and set it on fire before fleeing when they were disturbed by a congregant, police said. Israel President Isaac Herzog said he firmly condemned the horrific arson amid an intolerable wave of attacks on Jewish communities when he spoke to Prime Minister Anthony Albanese on Friday night. "I noted to the prime minister that this rise and the increasingly serious antisemitic attacks on the Jewish community required firm and strong action, and that this was a message that must be heard clearly from Australia's leaders," he said. "I thanked him for his ongoing efforts to combat antisemitism, and expressed my trust that the local law enforcement would do everything in their power to bring the perpetrators to justice." Political and religious leaders have widely condemned the attack on the synagogue, built by Holocaust survivors. Mr Albanese said he had no tolerance for antisemitism. "This deliberate, unlawful attack goes against everything we are as Australians and everything we have worked so hard to build as a nation," he said in a statement. Australian Federal Police will provide all requested resources to Victorian authorities, he said. Victorian Premier Jacinta Allan said police patrols would be increased, and pledged $100,000 to rebuilding the synagogue. Megaport also revealed that it continues to expect its EBITDA to be in the range of $57 million to $65 million for the 12 months. This implies flat EBITDA growth to 14% growth year on year. About 31 children, 40 law enforcement officers and other law enforcement support personnel were part of the 31st annual “Shop with a Cop” event Saturday, according to officials. The goal of the event is to give the children positive experiences with law enforcement by pairing them with officers to do Christmas shopping. “They themselves may be a victim of crime, or they may have experienced domestic violence in their home, or something else that has brought law enforcement into their lives,” Clements said. “This is a chance for them to rebuild a positive memory that’s associated with lights, sirens and police officers in uniform.” Bryan Lovell, public information officer for the Bonneville County Sheriff’s Office, said this is a special event for the office. “It’s memories and things that they carry with them for a lifetime,” Lovell said. “You can see it in in the pictures of the faces, the kids that come in kind of nervous ... when they’re done, they’re laughing and having a great time.” The event started with breakfast at the Eagles Lodge, where children were paired with officers. Then everyone traveled to Target to do Christmas shopping for the children and their families. Clements said the ride to Target is always one of her favorite parts of the event as children play with radios. She said they sing Christmas carols, ask “Can anyone hear me?” and point out drivers they think are speeding. Lovell said at Target, children were met by Santa Claus and an “army” of Civitan Club members wrapping presents. Clements said the Grinch also made an appearance. “One of my police officers and the little girl he was partnered with, they went over and arrested the Grinch after the Grinch had been involved in too many shenanigans,” Clements said. “And she helped to read the Grinch his rights.” Clements said some officers have participated every year of their career. Lovell said he also knows of one participating officer that went through the program when she was a child. “It’s fun, some of the kids that I’ve taken through in the past, they’ll come and remind me that they have someone that took them through,” Lovell said. “And it’s fun to chat, catch up with them.” Lovell said the sheriff’s office, Idaho Falls Police Department, Domestic Violence and Sexual Assault Center, Target and Civitan Club are the primary groups involved. By ALANNA DURKIN RICHER WASHINGTON (AP) — One year after the Jan. 6, 2021 , U.S. Capitol attack, Attorney General Merrick Garland said the Justice Department was committed to holding accountable all perpetrators “at any level” for “the assault on our democracy.” That bold declaration won’t apply to at least one person: Donald Trump. Special counsel Jack Smith’s move on Monday to abandon the federal election interference case against Trump means jurors will likely never decide whether the president-elect is criminally responsible for his attempts to cling to power after losing the 2020 campaign. The decision to walk away from the election charges and the separate classified documents case against Trump marks an abrupt end of the Justice Department’s unprecedented legal effort that once threatened his liberty but appears only to have galvanized his supporters. The abandonment of the cases accusing Trump of endangering American democracy and national security does away with the most serious legal threats he was facing as he returns to the White House. It was the culmination of a monthslong defense effort to delay the proceedings at every step and use the criminal allegations to Trump’s political advantage, putting the final word in the hands of voters instead of jurors. “We always knew that the rich and powerful had an advantage, but I don’t think we would have ever believed that somebody could walk away from everything,” said Stephen Saltzburg, a George Washington University law professor and former Justice Department official. “If there ever was a Teflon defendant, that’s Donald Trump.” While prosecutors left the door open to the possibility that federal charges could be re-filed against Trump after he leaves office, that seems unlikely. Meanwhile, Trump’s presidential victory has thrown into question the future of the two state criminal cases against him in New York and Georgia. Trump was supposed to be sentenced on Tuesday after his conviction on 34 felony counts in his New York hush money case , but it’s possible the sentencing could be delayed until after Trump leaves office, and the defense is pushing to dismiss the case altogether. Smith’s team stressed that their decision to abandon the federal cases was not a reflection of the merit of the charges, but an acknowledgement that they could not move forward under longstanding Justice Department policy that says sitting presidents cannot face criminal prosecution. Trump’s presidential victory set “at odds two fundamental and compelling national interests: On the one hand, the Constitution’s requirement that the President must not be unduly encumbered in fulfilling his weighty responsibilities . . . and on the other hand, the Nation’s commitment to the rule of law,” prosecutors wrote in court papers. The move just weeks after Trump’s victory over Vice President Kamala Harris underscores the immense personal stake Trump had in the campaign in which he turned his legal woes into a political rallying cry. Trump accused prosecutors of bringing the charges in a bid to keep him out of the White House, and he promised revenge on his perceived enemies if he won a second term. “If Donald J. Trump had lost an election, he may very well have spent the rest of his life in prison,” Vice President-elect JD Vance, wrote in a social media post on Monday. “These prosecutions were always political. Now it’s time to ensure what happened to President Trump never happens in this country again.” After the Jan. 6 attack by Trump supporters that left more than 100 police officers injured, Republican leader Mitch McConnell and several other Republicans who voted to acquit Trump during his Senate impeachment trial said it was up to the justice system to hold Trump accountable. The Jan. 6 case brought last year in Washington alleged an increasingly desperate criminal conspiracy to subvert the will of voters after Trump’s 2020 loss, accusing Trump of using the angry mob of supporters that attacked the Capitol as “a tool” in his campaign to pressure then-Vice President Mike Pence and obstruct the certification of Democrat Joe Biden’s victory. Hundreds of Jan. 6 rioters — many of whom have said they felt called to Washington by Trump — have pleaded guilty or been convicted by juries of federal charges at the same courthouse where Trump was supposed to stand trial last year. As the trial date neared, officials at the courthouse that sits within view of the Capitol were busy making plans for the crush of reporters expected to cover the historic case. But Trump’s argument that he enjoyed absolute immunity from prosecution quickly tied up the case in appeals all the way up to the Supreme Court. The high court ruled in July that former presidents have broad immunity from prosecution , and sent the case back to the trial court to decide which allegations could move forward. But the case was dismissed before the trial court could get a chance to do so.
